Federal Budget Authority for R&D and R&D Plant for National Defense and Civilian Functions Totaled $191 billion in FY 2023 Proposed Budget

The FY 2023 proposed federal budget authority for research and development (R&D) and R&D plant totaled $191 billion, an increase of 12.7% from the proposed FY 2022 amount (preliminary amount before the FY 2022 omnibus appropriations bill was passed on 10 March 2022). Under the FY 2023 proposal, R&D and R&D plant for the National defense functional category totaled nearly $90 billion, or 47% of total R&D and R&D plant, whereas civilian functions totaled over $101 billion, or 53% of the total. Although the National defense budget function rose 14% between FY 2022 (preliminary) and FY 2023, within the civilian functions, the Health functional category increased 10%.
