New data from the Survey of Federal Funds for Research and Development for FY 2023 provides disaggregated data on federal obligations for R&D to American Samoa, Guam, the Northern Mariana Islands, Puerto Rico, and the U.S. Virgin Islands. Previously these data were collected in aggregate as other outlying areas. These data from the National Center for Science and Engineering Statistics (NCSES), within the U.S. National Science Foundation, show federal agencies obligated $162 million for R&D to all U.S. territories in FY 2023. While relatively small within the federal-wide R&D portfolio of $186 billion, data for the individual territories fulfills data gaps needed for federal policy making. For instance, these data can be used to better estimate gross domestic product for the territories by the U.S. Bureau of Economic Analysis. These data also fulfill a request from the Government Accountability Office (GAO) to address data gaps regarding statistical data for the U.S. territories (GAO-24-106574).
