Roles and Responsibilities

The SAP is an interagency effort led by OMB and the Interagency Council on Statistical Policy (ICSP). The Chief Statistician of the United States (CSOTUS) plays a key leadership role in the SAP, serving as chair of the ICSP and co-chair of the SAP Governance Board.
The SAP governance framework (outlined below) facilitates strategic leadership, interagency collaboration, and effectiveness in implementing SAP legislative and policy requirements.
  • SAP Governance Board: This group provides executive level guidance and leadership for the SAP. The Governance Board is a subcommittee member of the ICSP.
  • SAP interagency working groups: These groups focus on the technical, communications, budget, and policy aspects of the SAP.
  • SAP Program Management Office (PMO): The National Center for Science and Engineering Statistics is designated by OMB to serve as the PMO.
